Ségolène Royal, ministre de l’Environnement et de l’Énergie, a annoncé le 24 août dernier le lancement d’un appel d’offres portant sur le développement de nouveaux moyens de production solaire au sol à hauteur de 3.000 MW. Ce dispositif s’inscrit dans le cadre de la Programmation pluriannuelle de l’énergie (PPE), qui vise à tripler la puissance du parc solaire tricolore d’ici à 2023 entre 18.200 et 20.000 MW de puissance. Zoom sur une annonce qui conforte la santé de la filière et redonne des perspectives aux professionnels.

3.000 MW déployés jusqu’en 2019

Le gouvernement a décidé d’officialiser, à quelques jours de la rentrée, le lancement d’un nouvel appel d’offres concernant la construction et l’exploitation de nouvelles capacités de production d’énergie solaire au sol. Selon le communiqué, il s’agit de déployer quelque 3.000 MW d’ici trois ans (2019). Un volume important alors que le parc photovoltaïque actuel affiche une puissance cumulée totale de 6.700 MW.

« Les nouvelles capacités attendues sont réparties en six tranches de candidatures de 500 MW, espacées chacune de six mois. Les projets se réaliseront donc dès 2017 et jusqu’en 2020 », précise notamment le ministère dans son communiqué. « Ce cadencement assure à l’ensemble de la filière la stabilité et la visibilité nécessaires pour un passage à plus grande échelle de la production photovoltaïque, qui contribuera à la création d’emplois verts ».

La Commission de Régulation de l’Énergie (CRE) a de son côté publié le cahier des charges. Les installations éligibles sont réparties en 3 catégories : les installations au sol d’une puissance comprise entre 5 et 17 MWc, les installations de production d’électricité de 500 kWc à 5 MWc et les installations sur ombrière de parking (entre 500 kWc et 10 MWc).

Une sélection réalisée selon un haut niveau d’exigence environnementale

Le gouvernement a annoncé que les projets seront sélectionnés en fonction de critères économiques mais également environnementaux. Afin de « préserver les espaces boisés et agricoles et de minimiser l’impact environnemental des projets », la sobriété carbone du projet ainsi que la pertinence du lieu d’implantation seront des critères déterminants dans le processus d’élection des lauréats.

Ces derniers bénéficieront du « complément de rémunération », un nouveau dispositif de soutien encadré par les décrets des 27 et 28 mai 2016, pris en application de la loi relative à la transition énergétique pour la croissance verte. Ce complément est notamment calculé sur la base d’une production annuelle plafonnée à un facteur de charge de 1.600 heures équivalent pleine puissance pour les installations sans tracker.

« Afin d’encourager la participation des citoyens et des territoires aux projets solaires, les projets financés selon des modes participatifs pourront bénéficier d’une majoration tarifaire », a également annoncé le ministère.
