Energie renouvelable, locale et respectueuse de l’environnement, la géothermie offre en Indonésie un potentiel considérable pour la production d’électricité ou de chaleur. Cet archipel d’Asie du Sud-Est dispose en effet de ressources inégalées en la matière, mais peine encore à les mettre en valeur du fait de coûts de production trop élevés et des nombreux freins administratifs toujours en vigueur.

Un potentiel géothermique hors norme

Formé de 17.000 îles et îlots qui s’étendent de l’océan Indien à l’océan Pacifique, l’Indonésie totalise environ 40 % des réserves mondiales géothermiques, réparties autour des 130 volcans en activité dans les zones sismiques de la région. Encore peu exploitée, la géothermie apparaît logiquement comme une ressource optimale pour répondre à la demande croissante en électricité et constitue une clé majeure de la transition énergétique du pays. Elle offre en effet de prometteuses perspectives en matière de maîtrise des coûts énergétiques et nourrit les grands projets du gouvernement. Ce dernier envisage notamment de quintupler la production d’énergie géothermique en dix ans et d’exploiter 25 % de la ressource en 2025, soit 7.200 mégawatts de puissance.

« Le gouvernement actuel essaye de relever les défis, donc je pense qu’à l’avenir, le développement sera meilleur qu’au cours des précédentes années », explique à l’AFP M. Wirawan, responsable de la centrale géothermique de Wayang Windu, sur l’île de Java. Jakarta tente en effet d’impulser une nouvelle dynamique dans la filière géothermique et d’attirer les opérateurs et les investisseurs étrangers dans le cadre d’un projet de loi visant à doper le secteur des énergies renouvelables, et qui ferait de l’Indonésie le premier producteur mondial.

A ce jour, l’Indonésie ne produit qu’environ 1.400 mégawatts d’électricité provenant des volcans, soit moins de 5 % du potentiel total estimé, plaçant le pays loin derrière les plus grands producteurs mondiaux tels les Etats-Unis et les Philippines.

Rigidité administrative et coûts de production

Pour encourager le développement du secteur, plusieurs lois incitatives ou facilitatrices ont été instaurées ces dernières années. Une loi adoptée en 2014 a établi tout d’abord que la géothermie ne relevait plus de l’exploitation minière, excluant ainsi les exploitations géothermiques des impératifs contraignants de protection des forêts, au même titre que le charbon ou le pétrole. Une autre loi plus récente a stipulé que les administrations locales pouvaient désormais percevoir de 0,5 % à 1 % des recettes de toute usine géothermique sur leur territoire, afin de les encourager à soutenir les éventuels projets.

Si ces efforts vont dans le bon sens, les objectifs du gouvernement paraissent néanmoins très optimistes au regard de la situation sur le terrain. Les coûts de production élevés (3,5 à 4,5 millions d’euros pour un mégawatt d’énergie géothermique, contre 1,3 à 1,8 million pour du charbon) constituent un frein difficilement surmontable, et la lourdeur des procédures administratives décourage bien souvent les investisseurs. « Pas moins de 29 permis doivent être obtenus auprès de différentes agences publiques pour se lancer dans l’exploitation de cette énergie », constate Abadi Poernomo, dirigeant de l’Association géothermique indonésienne.

Malgré tout, les partisans de l’énergie géothermique veulent y croire et comptent sur le soutien inconditionnel du gouvernement, pour qui la géothermie reste un secteur plein de promesses capable de répondre à la hausse de la demande d’énergie. Jakarta souhaiterait notamment atteindre une capacité totale de production électrique de 35.000 MW d’ici à 2020 et réduire ses émissions de gaz à effet de serre de 29 % d’ici à 2030.
