Après avoir noué des partenariats dans le pétrole et le gaz, le Cameroun et la Russie veulent développer leur coopération dans le secteur de l’hydraulique. Une mission d’experts russes a ainsi été envoyée à Yaoundé le 3 octobre dernier, pour rencontrer le ministre délégué auprès du ministre de l’Economie, de la Planification et de l’Aménagement du territoire, Yaouba Abdoulaye.

Dirigée par le patron du Centre de développement du complexe hydro-économique, Albert Kasparov, une délégation russe était au Cameroun jusqu’au 7 octobre dernier. Selon l’ambassadeur de la Fédération de Russie au Cameroun et en Guinée Equatoriale, Nikolai L. Ratsiborinskiy, son objectif était de « redynamiser et renforcer la coopération entre les deux pays dans le domaine de la gestion de ressources en eau ».

De son côté, le ministre Yaouba Abdoulaye a précisé que « le gouvernement russe s’était engagé à apporter son expertise et son soutien financier au Cameroun pour que l’eau puisse être considérée « comme une opportunité pour les populations au lieu d’être une menace » ». Cette réunion fait suite aux travaux initiés en 2012 par les deux pays pour apporter des solutions aux victimes des inondations dans l’extrême-nord du pays africain.

Prochainement, les deux partenaires vont signer un mémorandum d’entente visant à instituer un groupe de travail mixte qui se réunira tous les ans pour sélectionner les projets à financer. Parmi eux, on évoque déjà la construction de plages, de barrages, mais aussi le développement de l’agriculture ou de la navigation maritime et fluviale. D’autres ministères camerounais seront alors associés à l’initiative, et notamment le ministère de l’Eau et de l’Énergie (MINEE), et celui de l’Agriculture et du Développement Rural (MINADER).
