Sur son blog Médiapart, le directeur général de wpd offshore France, Vincent Balès, vante le potentiel de développement des énergies marines renouvelables en France et en Europe. Toutefois, afin d’optimiser leur exploitation, l’industriel adresse plusieurs propositions aux pouvoirs publics visant à renforcer le poids de la filière au sein du mix énergétique tricolore.
En partant du constat que la France dispose du deuxième espace maritime mondial, le spécialiste des EMR s’étonne des objectifs fixés par la loi relative à la transition énergétique. En s’appuyant notamment sur les prévisions de l’Ademe et sur les travaux réalisés par Jean-Louis Borloo lors du Grenelle de l’Environnement, il estime que les ambitions du gouvernement sont bien inférieures au potentiel de cette énergie verte.
Bien qu’il plaide pour un mix énergétique diversifié, le DG d’un des leaders européens de l’éolien terrestre et maritime affirme également que « les nouveaux objectifs de développement des EMR sont bien en deçà de nos gisements nationaux (inférieurs à 10 % du gisement) ». D’ailleurs, il souligne que le ministère de l’Environnement a lui-même reconnu que « le rythme de développement actuel des énergies renouvelables en France est insuffisant pour atteindre l’objectif officiel de 23 % de la consommation en 2020 ».
Afin de renforcer le dynamisme industriel de la France et d’aider le pays à tenir ses engagements climatiques, l’énergéticien réclame « une impulsion forte » de l’Etat, mais dresse aussi plusieurs propositions. D’abord, il suggère de « finaliser au plus vite la planification de l’usage maritime » et de « donner la visibilité suffisante aux acteurs de ces filières pour investir et innover ». Enfin, il préconise surtout de « revoir les procédures administratives trop complexes en s’inspirant de nos voisins européens ».
