La ministre de l’Environnement, Ségolène Royal, a publié ce jour au Journal officiel la Programmation Pluriannuelle de l’Energie. D’après le texte mettant en oeuvre la transition énergétique dans l’Hexagone, le nucléaire est toujours considéré comme la pierre angulaire du mix énergétique, malgré sa diminution programmée. 

Après avoir été présentée au Conseil national de la transition écologique, au Comité d’experts pour la transition énergétique, ainsi qu’au Conseil supérieur de l’énergie et à l’Autorité environnementale, la Programmation Pluriannuelle de l’Energie a été validée par le Premier ministre, Manuel Valls, puis publiée au Journal officiel. Le texte, qui détermine la mise en œuvre de la transition énergétique, représente « un travail considérable que j’ai tenu à finaliser avant la COP22 », explique Ségolène Royal.

Le document confirme notamment « le plafonnement de la capacité nucléaire française à son niveau actuel de 63,2 GW », ainsi que la « réduction à 50 % de la part de l’atome dans le bouquet électrique à l’horizon 2025 ». Par ailleurs, il indique également une « fourchette de réduction de la production annuelle d’électricité nucléaire allant de 10 à 65 térawattheures (TWh) en 2023 ».

Toutefois, « le nucléaire restera le socle de notre mix électrique », prévient Ségolène Royal, même si « cette fourchette pourra être révisée, en fonction de l’augmentation de la production renouvelable et des efforts d’efficacité énergétique ». Actuellement, les chiffres publiés en temps réel par RTE confirment effectivement l’importance de l’énergie atomique pour l’approvisionnement du pays. De plus, alors qu’un plan stratégique doit être réalisé par l’opérateur du parc nucléaire, le dimensionnement de ce dernier sera finalement décidé « au cours de la deuxième période de la PPE », soit après 2019.
