Le 27 septembre, la ministre de l’Energie, Ségolène Royal, participe au 15ème Forum International de l’Energie, organisé à Alger. A cette occasion, en plus d’évoquer l’après COP21, la ministre qui occupe le troisième rang protocolaire au sein du gouvernement français aura pour mission de renforcer les relations diplomatiques avec l’Algérie.
Après la ratification de l’Accord de Paris par les Etats-Unis et la Chine lors du dernier G20, début septembre, le succès de la COP21 se confirme de jour en jour. En effet, à l’issue du sommet européen de Bratislava, François Hollande a indiqué que « tous les pays de l’Union européenne » allaient signer le texte, tandis que l’Inde s’est engagée à en faire autant le 2 octobre.
La participation de Ségolène Royal au Forum International de l’Energie devrait être l’occasion de défendre une transition énergétique ambitieuse dans un pays qui exporte des hydrocarbures. D’ailleurs, la présidente de la COP21 devra diriger les travaux d’une session plénière qui aura pour thème les « énergies renouvelables et efficacité énergétique : perspectives et défis après la COP21 ».
Lors de ce voyage, elle rencontrera ensuite son homologue algérien, le ministre de l’Energie Noureddine Boutarfa, et le Premier ministre Abdelmalek Sellal. Selon un communiqué publié par l’ambassade de France à Alger, « outre la participation à cet événement international, ce déplacement a pour objectif de resserrer encore les liens entre la France et l’Algérie [afin] d’approfondir la concertation en matière d’environnement à l’approche de la Conférence sur le climat de novembre prochain » à Marrakech (COP22).
