D’après une étude d’opinion réalisée par la maison de sondage SOM, la population du Québec serait hostile à l’exploitation des hydrocarbures. En effet, 66 % des 1 020 Québécois interrogés affirment être contre l’exploitation du pétrole et du gaz de schiste, alors que les autorités souhaitent encadrer la pratique.
Dans le cadre de la mise en œuvre de sa « politique énergétique 2030 », le gouvernement du Québec a présenté début novembre le projet de loi 106 à l’Assemblée nationale. Celui-ci vise à la fois à développer les énergies renouvelables et à encadrer l’exploitation des hydrocarbures, qui ne jouissent pas d’une bonne réputation dans la province canadienne. D’après un sondage commandé par le Regroupement vigilance hydrocarbures Québec, composé notamment de Greenpeace, la Fondation David Suzuki et Équiterre, la population serait contre l’arrivée massive du schiste dans le mix énergétique.
L’enquête, réalisée entre le 6 et le 17 octobre par la maison de sondage SOM, révèle en effet que 66 % des Québécois sont contre l’extraction d’hydrocarbures dans la province. « Nous n’avons pas de mots assez forts pour dénoncer cette tentative » des pouvoirs publics, assure la coordonnatrice générale du Regroupement vigilance hydrocarbures Québec, Carole Dupuis. Par ailleurs, 88 % d’entre eux refuseraient « que le gouvernement vende aux compagnies des licences qui leur donnent un droit d’accès aux propriétés pour rechercher du pétrole ou du gaz », tandis que deux tiers des répondants affirment également être opposés à la fracturation hydraulique.
Interpelant directement le ministre de l’Énergie et des Ressources naturelles, Pierre Arcand, le directeur de la Fondation David Suzuki du Québec, Karel Mayrand, considère que « le gouvernement doit prendre acte de l’absence d’appui et retirer le projet de loi sur les hydrocarbures ». L’Institut de sondage précise que l’échantillon des personnes interrogées a été généré aléatoirement puis pondéré afin de refléter les caractéristiques de la population ; selon lui, avec cette méthode, « la marge d’erreur maximale pour l’ensemble des répondants est de 4,4 % ».
