Alors que le constructeur américain Tesla inaugurait fin juillet dernier sa « Gigafactory », une usine censée produire d’ici peu plusieurs centaines de milliers de batteries lithium-ion par an, l’Europe ne dispose quant à elle que de peu d’acteurs dans la production de batteries pour voiture électrique. Cette filière, pourtant prometteuse au regard des mutations énergétiques engagées, semble éprouver quelque difficulté à s’organiser à l’échelle communautaire et aucun pays européen, si ce n’est la France, n’a encore misé véritablement sur l’industrialisation des batteries.

La France, une stature industrielle adaptée

Si l’émergence d’une véritable filière européenne de production de batteries est encore loin de se concrétiser, la France ne s’y laisse pas compter et tente depuis le projet gouvernemental de la « Nouvelle France industrielle » en 2013, de lancer ses entreprises à l’assaut d’un marché prometteur. Le gouvernement souhaite en effet consolider et structurer une filière complète de fabrication de batteries et se démarque en ce sens de ses voisins européens.

Comme l’expliquait à cette occasion Florence Lambert, directrice au CEA et chef de projet pour ce plan gouvernemental, « au niveau européen, il y a uniquement la France qui ait une stature industrielle dans ce domaine ». Pourtant, malgré ces bonnes prédispositions, le chantier est toujours en cours et seuls deux acteurs se sont véritablement engagés dans ce secteur d’activité. On peut citer ici le groupe Saft, spécialisé dans le stockage de l’énergie, et le groupe Bolloré qui développe lui-même les batteries utilisées dans ses véhicules d’autopartage (Bluecar). Problème, le premier a mis fin en 2011 à son partenariat sur les batteries pour voiture électrique avec l’Américain Johnson Controls, et le second reste positionné sur une technologie atypique et peu encline à se développer, le lithium-métal-polymère.

Malgré tout, le groupe Bolloré s’est associé, via sa filiale BlueSolutions, à plusieurs compagnies comme PSA ou Renault, et produit chaque année plusieurs milliers de batteries. « Notre philosophie est de s’adosser à des constructeurs pour la fabrication de nos véhicules pour l’autopartage mais aussi pour leur fournir des batteries pour des véhicules destinés à la vente », explique Didier Marginèdes, vice-président de BlueSolutions, sur le site du CCFA (Comité des constructeurs automobiles français).

Un manque d’investissements en Europe

Mais si la France fait figure de bonne élève, le reste de l’Europe accuse aujourd’hui un retard important. En Allemagne, pays réputé pour ses constructeurs automobiles et leurs innovations, les initiatives en la matière sont encore très timides. Daimler par exemple (qui fait partie de groupe Mercedes), a créé sa filiale Accumotive dès 2009 et produit des batteries lithium-ion, mais seules 70.000 unités sont sorties de son usine de Kamen (près de Dresde) depuis le lancement de la production en 2012. Un volume bien maigre en comparaison aux quantités produites en Asie ou aux Etats-Unis.

De son côté, le groupe Volkswagen, entaché par le Dieselgate, a revu sa stratégie d’intégration du marché de la mobilité électrique et songerait lui aussi à la fabrication de ses propres batteries. Mais cela ne reste pour l’instant que des bruits de couloirs et rien n’a encore été annoncé officiellement. Comme l’explique Christophe Pillot, directeur d’Avicenne Energy, « la plupart des constructeurs allemands se fournissent auprès d’acteurs asiatiques » et aucune entreprise n’a encore véritablement investi sur le long terme dans cette technologie. Ce manque d’investissements au moment opportun serait pour lui la principale raison pour expliquer le retard européen dans l’industrialisation des batteries.

Pour y remédier, Paris et Berlin ont annoncé à plusieurs reprises leur intention de collaborer afin de favoriser la fabrication de batteries électriques dans l’Union européenne, et plusieurs constructeurs s’y sont associés (Renault, BlueSolution, etc.). Cela étant, rien n’a vraiment été entrepris à l’heure actuelle.
