Un mémorandum d’entente relatif à la construction de plusieurs centrales nucléaires a été signé lors d’une rencontre entre le président ougandais, Yoweri Museveni, et un représentant de Rosatom State Atomic Energy Corporation. Grâce à un investissement estimé à 3 milliards de dollars, les autorités espèrent assurer autant l’approvisionnement énergétique que le développement économique du pays. ire
Les autorités ougandaises et les spécialistes de l’atome venus de Russie sont parvenus à la signature d’un accord bilatéral sur la coopération nucléaire. L’autorité de régulation du nucléaire en Ouganda (NEU), ainsi que le ministère de l’Energie et du Développement minéral auraient d’ailleurs déjà proposé plusieurs sites pour installer les futures centrales : Lamwo, dans le Nord, Mubende, dans l’Ouest, Buyende, à l’Est, et Nakasongola, dans le Centre.
Au total, cet accord pourrait conduire à un investissement de 3 milliards de dollars pour la production de 3 000 mégawatts d’électricité. Par ailleurs, la directrice du NEU, Sarah Nafuna, aurait également précisé « qu’une vingtaine de centrales nucléaires sont prévues pour être implantées, dans le cadre du programme, et que les premières devraient entrer en service d’ici une dizaine d’années ».
Pour le président ougandais, Yoweri Museveni, il s’agit de développer une « utilisation pacifique de l’énergie nucléaire », alors que le Parlement a déjà approuvé la démarche en 2002. Le recours à l’atome fait effectivement partie de son plan « Vision de 2040 », grâce auquel il souhaite développer l’Ouganda et, notamment, son industrie énergétique, son agriculture ou sa médecine. Actuellement, seule l’Afrique du Sud bénéficie de l’atome et de ses externalités positives sur le continent.
