L’IRSN est un institut public spécialisé dans l’expertise et le contrôle de la radioprotection. Dans le domaine du nucléaire civil, il travaille notamment sur la protection de l’environnement des centrales nucléaires, en partenariat avec les exploitants et avec l’ASN.

L’organisation

L’institut de radioprotection et de sûreté nucléaire (IRSN) est un établissement public à caractère industriel et commercial créé en 2001 et issu de la fusion de l’institut de protection et de sûreté nucléaire (IPSN), crée en 1976, et de l’office de la protection contre les rayonnements ionisants (OPRI), créé en 1994. Il est placé sous la tutelle conjointe de plusieurs ministères (environnement et développement durable, industrie, défense, recherche, santé et travail).

Implanté sur 12 sites, l’institut emploie 1768 salariés, essentiellement des ingénieurs, des chercheurs, des médecins et des techniciens. Parmi eux, 36 docteurs d’Etat habilités à mener des programmes de recherche.

Son rôle

Cet organisme a une mission d’expertise, de recherche et de veille sur les risques nucléaires et radiologiques. L’IRSN participe à la surveillance de l’activité nucléaire en France, aux côtes de l’ASN et des exploitants nucléaires, mais le champ de compétence de l’IRSN ne se limite pas au nucléaire civil : il est aussi compétent dans le domaine du transport de matières radioactives, des installations nucléaires de défense, ou en matière de protection des sites industriels et des laboratoires concernés par les risques liés aux rayonnements.

L’IRSN est responsable de missions de service public dans la prévention des risques et propose un appui technique aux autorités compétentes. Dans ce cadre, l’établissement public peut être amené à prendre position.

Ses missions dans le domaine du nucléaire civil :

Concernant le nucléaire civil, l’IRSN a une mission de surveillance des centrales nucléaires et de leur l’environnement.

L’IRSN mène une surveillance radiologique du territoire, en temps réel. Cette surveillance s’opère en milieu atmosphérique et en milieu aquatique. L’IRSN contrôle 1893 points de mesures de la radioactivité en France métropolitaine, et procède à des analyses d’échantillons. Toutes ces données sont disponibles sur cette carte des résultats de surveillance . La surveillance de l’IRSN est particulièrement ciblée autour des sites nucléaires, mais elle s’exerce aussi sur l’ensemble du territoire.

L’IRSN collabore avec les autorités compétentes et les exploitants des centrales dans leurs propres missions de surveillance. L’institut travaille plus spécifiquement sur l’évaluation de l’état radiologique de l’environnement direct des centrales nucléaires. Cette mission d’expertise peut prendre plusieurs formes : avis sur la surveillance réglementaire de l’environnement mis en œuvre par l’exploitant, avis sur le niveau de rejets d’effluents causés par l’exploitant, analyse des rapports de sûreté concernant le protection des nappes phréatiques … Ces informations sont mises à disposition de l’ASN.

L’IRSN a également une mission de surveillance radiologique de l’exposition des professionnels du nucléaire. L’institut gère les données dosimétriques, c’est-à-dire les données concernant la dose absorbée par un organisme suite à l’exposition à la radioactivité. Pour rappel, l’exposition aux rayonnements ionisants peut être d’origine naturelle (radons, rayons solaires) ou d’origine artificielle, principalement dans le cadre médical (radiographie). L’énergie nucléaire civile est seulement à l’origine de 0,3% du total des expositions humaines à la radioactivité.

Autres missions :

– En cas d’accident, l’IRSN a pour mission de proposer des mesures de protection de la population et de l’environnement d’ordre techniques, sanitaires et médicales.

– Une grande partie de l’activité de l’institut est consacrée à la recherche, qui mobilise 43% de son budget. De nombreuses activités de recherche sont menées dans le cadre de programmes internationaux, ce qui permet  à l’IRSN d’étendre son champ de compétence. 84 projets internationaux en cours.

– L’IRSN a une mission de formation auprès des professionnels, dans le domaine de la protection et de la sûreté nucléaire.

– Enfin l’établissement propose de l’information au grand public sur les risques nucléaires et radiologiques. Elle a par exemple lancé un site en commun avec l’ASN en 2010, « le réseau national de mesures de la radioactivité de l’environnement », qui centralise les informations sur la radioactivité de l’environnement. Avec le même souci de transparence, l’IRSN édite également des publications et organise des colloques.
