Alors que l’Allemagne a accepté de ratifier l’Accord de Paris, elle ne semble pas en mesure de réduire ses émissions de gaz à effet de serre. Ainsi, en 2015, même si les énergies renouvelables atteignent des sommets, ses émissions de CO2 ont augmenté de 0,7 %.
Au début du mois d’octobre, la chargée de mission du Réseau Action Climat, Meike Fink, publiait un article dans Libération pour expliquer que « non, la transition énergétique allemande n’est pas catastrophique ». La spécialiste des politiques énergétiques et du climat soulignait par exemple la hausse des énergies renouvelables au sein du mix électrique depuis 2011, passant de 20 à 33 %, ainsi que les 200 000 « emplois verts » créés.
Pourtant, alors que l’Allemagne vient de ratifier l’Accord de Paris – selon lequel les parties prenantes à la COP21 s’engagent à diminuer leurs émissions de gaz à effet de serre -, sa capacité à tenir ses engagements climatiques reste questionnable. En effet, d’après la journaliste de Novethic à Francfort, Claire Stam, la première économie européenne a augmenté ses émissions de CO2 de 0,7 % en 2015. D’après la ministre de l’Environnement, Barbara Hendricks, les « centrales à charbon réduisent à néant les bénéfices climatiques engendrés par les énergies renouvelables ».
De son côté, le responsable politique de l’ONG GermanWatch, Christoph Bals, estime que « sept mois après le sommet réussi sur le climat à Paris, le gouvernement capitule et répond aux intérêts de l’industrie des énergies fossiles ». Et pour cause : le « puissant lobby charbonnier », qui défend la place du lignite dans le mix électrique, serait directement soutenu par l’influent ministre de l’Économie et de l’Énergie, Sigmar Gabriel.
