Le Sénégal vient de se lancer dans les énergies renouvelables. C’est en effet le 22 octobre, dans la communauté de Bokhol (département de Dagana), que le chef de l’État a inauguré Senergy 2, la première centrale solaire de taille industrielle du pays et d’Afrique de l’Ouest. Cette unité de production, développée par GreenWish Partners affiche une puissance de 20 MW. Elle permettra de fournir de l’électricité 100% renouvelable à plus de 160.000 personnes.
34 GWh d’électricité propre par an
La centrale photovoltaïque Senergy 2 a été érigée sur une surface de 50 hectares, recouverte de plus de 77.000 panneaux solaires. Ces modules permettront de produire chaque année quelques 34 GWh d’électricité de manière totalement respectueuse de l’environnement. Et permettra ainsi d’éviter l’émission annuelle de 23.000 tonnes de gaz à effet de serre dans un pays qui tire la majeure partie de son électricité (plus de 80%) du pétrole.
« Sans énergie, il ne peut y avoir ni croissance, ni développement. C’est pourquoi, nous avons mis en place le programme de mix énergétique pour renforcer les capacités de production de la Senelec [la Société nationale d’électricité du Sénégal, ndlr]. Avec la centrale de Bokhol, nous franchissons une nouvelle étape et le Sénégal entre de plain-pied dans l’ère de l’énergie propre pour la réduction des émissions des gaz à effet de serre », s’est félicité Macky Sall, Président du Sénégal, dans son discours d’inauguration.

Selon les promoteurs du projet, le coût de l’électricité que produira Senergy 2 devrait être de 40% inférieur à la moyenne actuelle du kilowatt-heure. Compétitive, cette énergie électrique permettra donc au gouvernement d’économiser 88 millions d’euros tout au long de la durée du contrat passé avec la Senelec (sur 20 ans). La production électrique de Senergy 2 profitera également à l’ensemble du département de Dagana : elle permettra en effet l’électrification de 14 villages proches de Bokhol.
20 % d’énergies renouvelables dans le mix énergétique sénégalais d’ici 2017
Le Sénégal a été frappé par un important déficit de production électrique au début des années 2010. C’est pour faire face à cette situation désastreuse pour ses habitants et son économie que le gouvernement du Président Macky Sall a décidé de libéraliser le secteur de la production d’électricité.
Senegy 2 a été développée par la société d’investissement spécialisée dans les énergies renouvelables GreenWish Partners, en partenariat avec le groupe français de construction Vinci. Le coût total du projet s’élève à 26 millions d’euros. C’est un financement public-privé qui a permis la construction de cette centrale solaire. La Green Africa Power, institution dédiée au financement des énergies renouvelables en Afrique créée par le Royaume-Uni et la Norvège, a notamment accordé un prêt à l’État sénégalais.
Plus récemment, le Sénégal s’est lancé l’ambitieux objectif de verdir son mix électrique, actuellement tributaire des hydrocarbures polluants. L’inauguration de Senergy 2 inaugure ainsi de manière concrète la nouvelle politique énergétique du pays, qui vise à introduire 20% d’énergie renouvelable dans le mix sénégalais d’ici 2017.
