Si des tensions géopolitiques persistent entre Moscou et ses partenaires occidentaux, autour du dossier syrien notamment, Gazprom serait malgré tout sur le point de trouver un accord avec l’Union européenne sur le projet Nord Stream 2. 

Au début du mois d’octobre, l’énergéticien coté à la bourse de Moscou a confirmé son intention de construire un gazoduc sous la mer Noire. Le 10 octobre, le projet du Turkish Stream a ainsi été officialisé à Istanbul, en présence de Vladimir Poutine et de Recep Tayyip Erdoğan, présidents russe et turc. Avec ce nouveau chantier qui complétera l’actuel Blue Stream, Gazprom compte doubler ses capacités d’exportation dans la région, alors que la consommation turque devrait également être multipliée par deux à l’horizon 2020-2030, selon les experts.

Dans ce contexte, la compagnie dirigée par Alexeï Miller pourrait prochainement trouver un accord avec l’Union européenne pour le Nord Stream 2, d’après le Wall Street Journal. En effet, malgré les tensions géopolitiques autour du dossier syrien, la question énergétique atteste d’une coopération économique continue entre la Russie et l’Europe. L’ancien chancelier allemand russophile, Gerhard Schröder, devenu président du conseil de Nord Stream AG, sert d’ailleurs de courroie de transmission.

Une mission d’autant plus facile pour l’ancien chef d’État qu’avec cette nouvelle infrastructure, l’Allemagne pourrait devenir le nouveau « hub européen du gaz russe » – permettant ainsi à ses industriels de compenser, au moins partiellement, le coût de sa transition énergétique. La Pologne avait bien tenté de s’opposer au projet par l’intermédiaire de son Autorité de la concurrence, notamment pour préserver les recettes des pays d’Europe centrale, mais la demande semble ne pas avoir été entendue par les entreprises telles que la Royal Dutch Shell, E.ON ou encore OMV et Engie.

Pour rappel, Nord Stream 2 prévoit la construction de deux conduites de gazoduc à travers la mer Baltique entre la Russie et l’Allemagne, d’une puissance totale de 55 milliards de mètres cubes de gaz par an. Le chantier doit être terminé avant la fin de 2019. Le coût du projet est évalué à 9,9 milliards d’euros.
