Le président de la Banque Ouest Africaine de Développement (BOAD), Christian Adovelande, considère que 20 mille milliards de francs CFA seraient nécessaires pour répondre aux besoins énergétiques de la population d’Afrique de l’Ouest. En développant prioritairement les infrastructures de la région, il tente notamment d’apporter une réponse au défi imposé par l’accroissement de la démographie.
Interrogé par l’Agence France Presse, le président de la BOAD, Christian Adovelande, a déclaré vouloir « régler le problème de l’énergie » afin d’assurer le développement économique des pays de l’Union économique et monétaire Ouest africaine (UEMOA). Pour y parvenir, il estime que 20 mille milliards de francs CFA, soit 30 milliards d’euros, seront nécessaires : « Nous sommes en train de mettre l’accent surtout sur les infrastructures pour rendre nos économies très compétitives. Et quand je parle d’infrastructures c’est d’abord l’énergie ».
En effet, « sans énergie, il n’y a pas de développement » résume le représentant de la Côte d’Ivoire à la BOAD, Oumar Tembely. Dans cette optique, l’institution financière fondée en 197 ne souhaite écarter aucune option, « aussi bien en ce qui concerne les énergies conventionnelles que les énergies renouvelables». Alors qu’elle ne dispose actuellement que d’un budget annuel de 450 millions d’euros, elle souligne l’importance de l’interconnexion des réseaux électriques nationaux.
Tandis que des millions d’Africains vivent encore sans accès à l’électricité dans les zones rurales et que les délestages restent fréquents dans les grandes villes, le développement des capacités de production est donc vital. D’autant plus que, comme le soulignait hier soir l’ancien chef de l’Etat, Nicolas Sarkozy, un pays comme le Sénégal comptera bientôt 400 millions d’habitants contre seulement 274 millions en 2014.
