D’après le rapport annuel de l’Agence des participations de l’État, publié jeudi 27 octobre, les entreprises dont l’État est actionnaire ont rapporté 3,9 milliards d’euros de dividendes en 2015, deux énergéticiens se classant parmi les 5 premiers contributeurs.
L’APE, actuellement dirigée par Martin Vial et placée sous la tutelle du ministre de l’Économie et des Finances, gère actuellement un portefeuille de plus de 81 entreprises. Au cours de la dernière année, de nombreuses opérations ont été réalisées, pour atteindre finalement un total de « 2,3 milliards d’euros de cessions en 2015 », dont « une cession au fil de l’eau d’Engie pour 200 millions ». Sur cette enveloppe, 800 millions d’euros ont contribué au désendettement public.
Sur la période avril 2015-avril 2016, la valeur du portefeuille de l’APE a surtout fortement diminué (-24,5 %). Pour expliquer ce résultat, le rapport publié fin octobre souligne notamment les difficultés du secteur de l’énergie. En effet, « la situation générale du marché de l’énergie en Europe (baisse généralisée des prix de marché dans un contexte de surproduction), mais aussi la situation spécifique d’EDF et d’Areva dans une phase de réorganisation et redéploiement de la filière nucléaire » seraient à l’origine de cette dépréciation.
Pourtant, comme le souligne Marie Visot, journaliste chargée de la politique économique au Figaro, deux énergéticiens sont classés parmi les cinq premiers contributeurs et représentent « plus de 84 % du montant total versé » : EDF et Engie (aux côtés d’Orange, ADP et La Poste). Enfin, si l’État n’a perçu que 3,9 milliards d’euros de dividendes en 2015, soit 200 millions de moins qu’en 2014, ce montant est supérieur aux prévisions initiales, qui s’élevaient à 3,7 milliards d’euros. Pour mémoire, depuis la création de l’APE en 2004, 26 milliards d’euros d’actifs ont été cédés et seulement 4 milliards investis.
